Generative AI is becoming an increasingly common part of game production in Japan. A preview of the CESA Video Game Industry Report 2026, shared during Tokyo Game Show 2026, indicates that 85.8% of surveyed Japanese game developers use generative AI at least occasionally, with 63% reporting routine use, according to Automaton.

The findings highlight how AI is becoming part of developers' production workflows, supporting efforts to improve efficiency while keeping human creativity and oversight central to game development.

 

AI Adoption Expands Across Japan's Game Industry

The survey, conducted by the Computer Entertainment Supplier's Association (CESA), points to a substantial increase compared with its previous report. In 2025, approximately 51% of participating Japanese game companies reported using AI or generative AI during development.

CESA's 2026 findings suggest that developers are exploring AI across a range of production activities. These may include programming assistance, ideation, documentation, localization, testing, research, asset processing, and prototyping.

The 2025 report identified visual and image generation as the most frequently cited application, followed by story and text generation and programming support. Around 32% of participating companies also reported using AI in the development of proprietary game engines.

The full 2026 report, including additional information about respondents and methodology, is scheduled for publication in early December.

 

Productivity and Efficiency Lead Expectations

CESA member companies identified improved workflow efficiency and productivity as their most anticipated benefits of generative AI. Shorter development schedules and reduced development and operating costs were also among the key expectations.

These applications could help teams manage repetitive tasks and support different stages of production, allowing developers to direct more attention toward creative decisions, gameplay systems, and player experiences.

However, AI adoption does not necessarily mean using raw AI-generated art, dialogue, voices, or other content in a finished game. Its role can vary considerably depending on a studio's workflow, tools, and policies.

 

Human Oversight Remains a Priority

Alongside growing adoption, Japanese game companies are emphasizing responsible implementation. CESA's findings indicate that the most frequently reported management measure is requiring people to review, correct, or supervise AI-assisted work.

CESA Managing Director Tsutomu Masuda noted the broad and steady adoption of generative AI across development environments. He also emphasized the importance of addressing copyright and other rights-related concerns while balancing technological experimentation with the protection of creators.

These priorities reflect wider industry discussions around intellectual property, data ownership, training data, implementation costs, and measuring the return on AI investments.

 

AI Adoption Reflects a Wider Industry Shift

The trend is not limited to Japan. A Google Cloud-commissioned study of 615 developers across the United States, South Korea, Norway, Finland, and Sweden found that 87% were using AI agents in their workflows, as previously reported by 80 Level.

Developers in that study highlighted testing, localization, coding assistance, and multimodal data processing as useful applications, while also identifying concerns around ownership, implementation, and investment returns.

Major technology and entertainment companies are also outlining approaches to human-centered AI. Microsoft's published draft AI code emphasizes human control, dignity, and autonomy, while Sony has described AI applications intended to support PlayStation Studios teams in areas such as quality assurance, software engineering, animation, performance-capture processing, and repetitive production tasks.

These examples illustrate the range of ways companies are exploring AI while considering human involvement and responsible use.

CESA's survey highlights how generative AI is becoming a regular part of the game development conversation in Japan. Its potential applications extend beyond content generation into technical and operational workflows that support production.
